A government decision draft has been submitted for public discussion regarding the recognition of public interest in residential buildings located at 66/1 and 68A Vardashen Street in the Erebuni administrative district of Yerevan. The mentioned dormitory buildings are classified as 4th category emergency structures and are at risk of collapse. The municipal housing fund of Yerevan is insufficient to provide residents with alternative housing. A compensation equivalent to the value of a residential house or apartment will be provided to the beneficiaries of the emergency buildings through a housing purchase certificate. The emergency buildings will be demolished at the expense of the Yerevan community.
The project was presented for public discussion yesterday, on July 2, 2026. The author is the Ministry of Territorial Administration and Infrastructure.
According to the justification, the areas are recognized as having public interest since the demolition of the 4th category emergency dormitory buildings and the resettlement of their residents represent a higher public interest than the interests of the owners of the property being expropriated.
The beneficiaries receiving compensation through the housing purchase certificate will be the owners or users of the apartments in the dormitory buildings or residents who have been registered at the address and have lived there for more than 5 years.
All beneficiaries whose compensation amount is less than 7 million 800 thousand drams will have the certificate amount increased to 7 million 800 thousand drams through the budget of the Yerevan community. Exceptions will be made for those beneficiaries who, at the time of the program's adoption, own a residential house or apartment or other residential space in Yerevan, with a cadastral value exceeding 7 million 800 thousand drams. The amounts for beneficiaries who purchased apartments at 66/1 and 68A Vardashen Street under sales contracts after the issuance of a conclusion regarding the 4th category of emergency status, starting from May 6, 2020, will also not be increased.
It should be noted that the amount of 7 million 800 thousand drams has been established based on the government's regulation on November 27, 2025, regarding the minimum amount for the sale of the debtor's only residential property and the management of the returned minimum amount from the sale of the debtor's only residential property. According to this regulation, the minimum amount for the sale of the only residential property owned by a physical person (including an individual entrepreneur) is 7 million 800 thousand drams.
Housing purchase certificates will be issued by the Yerevan City Hall upon submission of the appropriate consent and application; in other cases, beneficiaries will receive compensation in accordance with the law.
According to the authors, the adoption of the project will allow the implementation of the developed urban planning program, eliminate the risk of collapse of these buildings, prevent unforeseen consequences, and ultimately resolve the housing issues of residents living in these buildings in the city.
The expropriation is to begin by December 31, 2027, and the deadline for completion is July 1, 2028.
