When will TRIPP be realized?

On July 17, negotiations between Lavrov and Bayramov took place in Moscow, resulting in the establishment of a schedule for consultations at the level of the Ministry of Foreign Affairs until 2027. At a joint press conference, the Russian Foreign Minister spoke about the feasibility of restarting the 3+3 format in the South Caucasus. On the same topic, the President of Azerbaijan expressed a positive opinion from the platform of the "global media forum" in occupied Shushi. The editorial of the opposition newspaper "Azadliq" of the Popular Front Party of Azerbaijan stated that "Ilham Aliyev continues to remain under the strong influence of Vladimir Putin." According to the author, Russia and Iran are against the "stability of the South Caucasus," and their "restoration of influence" leads the region to confrontation with the West. What discussions took place between Lavrov and Bayramov, experts from both sides have not yet expressed any opinion. In brief, Azerbaijani state media accuse France of intending to strengthen Armenia's negotiating positions by developing the infrastructure of Syunik and preventing the movement of the population. It is beyond doubt that the legal regulations of communication in southern Syunik are being resolved at the political level, touching on issues of Armenia's sovereignty and territorial integrity. Moreover, it is probably no longer disputable that if this were to happen under the 9th point of the November document, Armenia would at least lose jurisdiction over Meghri. Aliyev is unlikely to go for an outright cancellation of last year's Washington agreements, but the topic of "unimpeded Azerbaijan-Nakhchivan communication" could become a bargaining chip with Moscow.
