Armenia’s Minister of Labor and Social Affairs Arsen Torosyan said that as of October 12, 2026, 8,643 families displaced from Artsakh had received certificates under the state housing program. He said 4,911 of those certificates have already been used.
Torosyan presented the figures at a briefing on Tuesday. The program in question has been in place since 2024 and is designed for people forcibly displaced from Nagorno-Karabakh.
Under the scheme, families receive certificates to buy or build housing. State support ranges from 3 million to 5 million drams per family member, depending on the locality. A mandatory requirement is Armenian citizenship for all family members.
Earlier, in June 2026, Deputy Prime Minister Tigran Khachatryan said that 45.7 billion drams had actually been allocated from the state budget in 2025 to support compatriots displaced from Nagorno-Karabakh, while total allocations since 2023 had reached about 146 billion drams.
Prime Minister Nikol Pashinyan had also said earlier that the government planned to channel around 800 billion drams into the housing program for people displaced from Nagorno-Karabakh. According to the Armenian government, more than 115,000 people from Artsakh have been registered and support programs have been launched for them.
