Changes in the Electricity Market

New rules will come into effect on August 1

On July 29, a meeting chaired by the head of the Public Services Regulatory Commission, Mesrop Mesropyan, resulted in the adoption of changes and amendments to several legal acts regulating the operation of the electricity market.

The package of changes aims to improve the regulations of the electricity market by clarifying the mechanisms for system load shedding services, simplifying the administrative procedures for participation in the electricity market, and enhancing the regulation of supply contracts and payment relations.

  • The mechanism for calculating the system load shedding service has been revised, establishing a new approach for calculating it for power plants operating on renewable energy sources with purchase guarantees,
  • The powers and procedures of the system operator have been clarified, including the issuance, modification, and cancellation of orders,
  • The procedures for registration in the electricity market participation and market management program (MMP) have been simplified, eliminating several administrative requirements and clarifying the list of documents to be submitted,
  • The deadlines for reviewing large applications have been extended if they include more than 100 accounting complexes,
  • A unified 30-day notice period has been established for resolving supply contract issues,
  • The regulations for conducting activities at various points of electricity production and consumption have been clarified, as well as the mandatory entry deadlines for consumers into the competitive market,
  • The regulations related to payments and financial guarantees have been improved, including the procedures for the realization of guarantees.

The adopted changes are aimed at increasing the efficiency of the electricity market's operations, ensuring clearer and more predictable regulations, reducing administrative burdens, and contributing to the normal development of the market.

The decisions will come into effect on August 1, 2026.
