The Investigative Committee accuses Tsarukyan of committing large-scale fraud and money laundering. The charges relate to a trading center in Iran that was supposed to feature major Iranian market producers in oil, gas, pharmaceuticals, and construction. The trading center project failed, and law enforcement claims that Tsarukyan organized and led a criminal group that, under the pretext of establishing logistics links between Iran and Armenia, fraudulently and by forging documents, stole 52 units of transport, equipment, and goods, causing damage of about 22 million dollars:
However, Tsarukyan insists that he should be recognized as a victim in this case:
