Anna Melikyan, coordinator of the NGO "Human Rights Protection Without Borders", noted that recently the publication of proactive information by state bodies has been restricted. She emphasized that when citizens try to obtain information, it is often not provided or is provided partially. This leads to people having to resort to the courts, which is a lengthy and costly process.
"As a result, community residents, whose lives are affected by decisions, have less opportunity to access information," Melikyan said. She also pointed out that criminal justice remains the only mechanism through which human rights defenders can address their issues, but it is difficult to do so through civil or administrative mechanisms.
