Based on the assessment of demand among citizens, the Ministry of Internal Affairs initiated changes to the criteria for registering high-demand vehicle number plates.

“Studies have shown that there is significant interest among citizens in number plates containing the digit '0', as well as those that include one or several repeating digits combined with the same or different Latin letters.
These differ in appearance and value from special demand number plates, but until now there has been no complete legal regulation for acquiring the right to primary use without auction.
The new regulation includes combinations that contain the digit '0' and one or several repeating digits combined with the same or different Latin letters.
The order of the Minister of Internal Affairs, which came into effect on July 23, 2026, establishes the prices for issuing number plates that meet the new criteria.
The right to primary use of number plates that meet the new criteria can be acquired by individuals and legal entities without auction at a fixed price. Prices range from 250,000 to 8 million drams depending on the combination of numbers and letters.
This regulation will create a complete legal basis for issuing new combinations of high-demand number plates, and the process of acquiring them will become accessible and regulated,” the statement said.
