News about the transfer of subvention programs to next year and letters sent to communities are exclusively related to violations of the established deadlines for submitting applications.
This was stated by the Minister of Territorial Administration and Infrastructure, David Khudatyan, in a conversation with journalists.
According to the minister, a clear deadline is set for subvention works at the beginning of the year, for example, until April 1. However, during the year, the ministry is also forced to consider later applications received in May, June, or July to ensure that construction works are carried out in the current year.
"This process cannot continue indefinitely, and at some point, we propose to gather these works and implement them next year," he emphasized, adding that the decision is based solely on technical and procedural reasons.
In response to a journalist's observation that such cases have been recorded in Vanadzor and Kapan, where there are opposition mayors, Khudatyan countered:
"In Vanadzor, the community leader at least does not have opposition political views. As for Kapan, I must say that Kapan is one of the communities with the largest volume of subvention works in the Syunik region. All these works have been approved and co-financed by the Government of the Republic of Armenia, and therefore, if we looked at these works through political views, we would not have approved such a volume of works.
This is exclusively what it is based on. We have approved applications with a record financial weight in 2026, which relate to the development of various directions of community infrastructure - kindergartens, water lines, gas pipelines, lighting networks, parks, and of course, asphalt paving, construction of drinking and irrigation water lines.
