As of August 13, 2026, 7,743 families displaced from Artsakh have received housing purchase certificates, according to Armenian Labor and Social Affairs Ministry spokesperson Nver Kostanyan on his Facebook page, denying reports circulating in the media about the program.
He stated that 7,147 families received certificates to purchase housing, 297 families for construction, and another 299 families under a component providing assistance with repayment of existing mortgages.
At the same time, 4,146 families, comprising a total of 19,098 people, have already used the certificates issued to them.
In particular, 3,853 families used certificates for purchasing housing, 62 for construction, and 231 families used certificates intended to support repayment of existing mortgages.
Kostanyan also mentioned that Kotayk province ranked first in the number of certificates used under the purchase and construction components, with 1,081. It was followed by Armavir province with 667, Ararat province with 531, Yerevan with 450, and Lori province with 368 certificates.
He urged media outlets to rely on numerical data and factual evidence when preparing reports about the program.
Hraparak had reported that high housing prices had created difficulties in using certificates provided under the program.
