White House weighs plan for a state-backed cybersecurity incubator

The proposal would support research, startups and workforce training tailored to U.S. government needs.

The White House is considering the creation of a government-backed incubator focused on cybersecurity research and on developing startups that would build tools for government needs, Bloomberg reported, citing people familiar with the matter.

According to those sources, the Office of the National Cyber Director is working on a draft executive order for such a program. The proposed initiative would aim to research and develop cyber technologies aligned with U.S. government priorities while also attracting private venture investment.

One version of the draft describes the effort as a “cyber foundry” designed to help create new companies. People familiar with the plan said officials inside the administration have compared the concept to the Israeli model, where military priorities are closely linked with cybersecurity startups, venture funding and academic research.

Bloomberg’s sources noted that the U.S. already has institutions that support advanced technology development. The Defense Advanced Research Projects Agency (DARPA) has funded technology research for decades, while the Central Intelligence Agency (CIA) backs the nonprofit venture fund In-Q-Tel. But the country has not had a structure dedicated exclusively to cybersecurity.

The draft order is being prepared as the administration confronts cyber threats linked to artificial intelligence. AI can accelerate cyberattacks and, in some cases, coordinate stealth intrusions into third-party systems, the report said.

The proposal also includes the creation of a cybersecurity academy intended to bring together existing government training programs for specialists in the field.

The timing of any executive order remains unclear. It is also not known whether President Donald Trump has approved the document or plans to sign it. Still, sources said the draft has already been circulated to relevant staff across several agencies.
