The government has approved a draft law on the ratification of the framework agreement on strategic cooperation between the Republic of Armenia and the United States of America regarding the TRIPP project. This was reported by the government press service.

“The adoption of the law will ensure the procedures for the entry into force of the framework agreement on strategic cooperation between the Republic of Armenia and the United States of America, signed on June 1, 2026, in Washington and June 4, 2026, in Yerevan,” said Foreign Minister Ararat Mirzoyan.

According to him, with the adoption of the decision, the ratification process of the agreement begins. “We will send the project to the Constitutional Court. If the Constitutional Court confirms that the provisions of the international treaty do not contradict the Constitution of Armenia, we will transfer the discussion of the issue to the National Assembly,” he said.

The minister reminded that the signing of the framework agreement was preceded by two important documents signed on August 8, 2025, in the presence of President Trump and Prime Minister Nikol Pashinyan, as well as a related document signed on the same day.

“Now this intergovernmental framework agreement further details the agreed-upon details and directions and is fully consistent with the two aforementioned documents,” the minister noted.

Ararat Mirzoyan informed that there are still two documents in progress to complete the establishment of TRIPP: the shareholder agreement and the charter of the TRIPP development company.

Speaking about the framework agreement, the minister noted that it confirms the intentions of Armenia and the USA to promote the development of transport, infrastructure, and regional and global trade in the South Caucasus, as well as to strengthen peace and stability in the region.

“This is also repeatedly stated in the framework agreement. I also want to emphasize that the entire process is carried out with full respect for the sovereignty, legal authority, and territorial integrity of Armenia,” he added.

According to the agreement, Armenia and the USA will establish the TRIPP development company, which will be able to create special-purpose companies for individual projects in various areas of Armenia.

The TRIPP development company will receive land use and construction rights that will be valid for an initial period of 49 years.

“After this initial period, the parties will be able to agree to extend the cooperation period for another 50 years,” the minister added.

“Armenia will maintain its full sovereignty and legal authority over the management of its state border, border control, and customs regulation,” emphasized Ararat Mirzoyan.

“Everything I have listed fully covers and can dispel all concerns that, frankly, may have arisen during numerous discussions in Armenian society,” the minister concluded.
