The Sisian Territorial Center for Pedagogical and Psychological Support SNCO announced a tender in January 2026 to lease a passenger car manufactured in 1998. According to Hetq, the technical specifications called for a four-seat Opel with 101-116 horsepower and both gas and petrol capability.
Hetq reported that the requirements closely matched a vehicle owned by Tigran Hambardzumyan, a member of the Civil Contract faction in the Sisian community council. The report also notes that he is the brother of MP Karen Hambardzumyan.
According to the publication, Hambardzumyan bought the 1998 Opel, rated at 116 horsepower, in 2025 for AMD 300,000. The SNCO later signed a lease contract with him for AMD 1.99 million, or AMD 10,000 below the estimated procurement price.
Hambardzumyan was the only bidder in the tender. The technical brief said the car would be leased without a driver and used to transport the center's specialists to schools and preschools in Sisian and nearby villages, as well as for other operational needs.
Center director Lilit Dovlatyan told Hetq that the technical specifications for such tenders had not changed since 2016. However, the report points to a 2020 tender that requested a 122-horsepower Mercedes-Benz C 180 or equivalent, casting doubt on that explanation.
