Constitutional Court publishes full ruling on TRIPP agreement

The court said the agreement does not limit Armenia’s sovereignty or jurisdiction.

Armenia’s Constitutional Court has published the full text of its ruling on the framework agreement between Armenia and the United States related to the “Trump Route for International Peace and Prosperity” (TRIPP) project. The court found that the obligations assumed by Armenia under the deal are in line with the Armenian Constitution.

The ruling says Armenia retains full sovereignty and jurisdiction over its territory. That includes authority over its borders as well as customs and border controls.

Under the agreement, a TRIPP development company is to be established, with the US side holding a 74% stake and Armenia holding 26%. The document also envisages granting the company land-use and development rights for up to 49 years.

The Constitutional Court said the commitments undertaken by Armenia are consistent with the constitutional principles governing sovereignty and foreign policy.

The government applied to the Constitutional Court in July to review the agreement’s constitutionality. Following the court’s ruling, the agreement is set to be sent to the National Assembly for final ratification.
