Digital Ruble to be Available to All Citizens in Russia from September 1, 2026

The implementation of the digital ruble will begin on September 1, 2026

Starting September 1, 2026, Russia will begin the mass implementation of the digital ruble. This is the third form of the national currency, alongside cash and non-cash rubles, and it is equivalent to them at a 1:1 ratio. Digital rubles will be stored in special accounts opened on the platform of the Central Bank of Russia, and access to them will be provided through the regular mobile applications of banks and internet banking. All transactions with the digital ruble for citizens will be free, while for businesses, there will be minimal fees.

The digital ruble is primarily intended for payments and transfers. It will not be possible to open deposits, obtain loans, or use savings products with it. Instead, it will allow for round-the-clock payments, instant transfers of funds, and the use of a unified QR code that will combine several payment options. The use of the digital ruble will be voluntary for citizens; it will be possible to receive salaries, pensions, and benefits only with the person's consent.

The adoption of the digital ruble for businesses will be implemented in phases. From September 1, 2026, it will be mandatory for sellers with revenue exceeding 120 million rubles from the previous year, from 2027 for those with revenue exceeding 30 million rubles, and from 2028 for companies with revenue exceeding 20 million rubles. Companies with annual revenue below 20 million rubles, individual retail points with a turnover below 5 million rubles, and sales locations without internet access will be exempt from mandatory acceptance.

The digital wallet can be replenished from a regular bank account by converting non-cash rubles to digital rubles at a 1:1 ratio. For cashing out, the digital ruble must first be transferred to a regular bank account, after which the funds can be withdrawn from an ATM or bank teller. According to the Central Bank of Russia, all 12 systemically important banks in the country, which together occupy more than 80% of the payment market, are ready to launch the service on September 1.

The main advantages of the digital ruble include low payment costs, transaction speed, and the Central Bank of Russia's direct responsibility for the safety of funds. At the same time, although the platform is technically secure, risks of fraud through social engineering remain. The unique identification of the digital ruble may also facilitate the monitoring and tracing of stolen funds.
