Russia’s Security Council has said that launching gas supplies from Azerbaijan to Armenia would require the construction of a pipeline. The body said such an infrastructure project would only make sense if it were backed by long-term contracts and stable commercial terms.

According to the report, the issue is not only technical but also economic. Without long-term agreements, the initiative may fail to justify the investment, as building a pipeline would involve substantial costs and require clearly projected demand.
In the Russian side’s assessment, any future gas supplies from Azerbaijan to Armenia therefore depend on two main factors: the creation of new infrastructure and the existence of long-term commercial contracts.
