This was stated by the Minister of Health Anahit Avanesyan at a press conference:
"If a doctor or a specialist does not have any patients during the day and works only 3 hours, then they may face salary issues. However, all those specialists who are overloaded have seen their salaries increase significantly. Currently, we have sufficient salary increases, as the introduction of insurance in the primary sector has led to an average salary increase of 30-40%.
In the first two months, this new working method was unusual for healthcare workers, and it took time for them to actually input the services they provided to insured patients. This means that the salaries of all doctors have increased, but there are certain clinics that face financial difficulties due to previously accumulated debts," noted Avanesyan.
