Expenses for Protecting Armenia's Interests in International Courts Have Sharply Increased

The 'LUYS' Foundation Presents an Analysis of Armenia's State Budget Execution

The 'LUYS' Foundation has analyzed the report on the execution of Armenia's state budget for the first half of 2026:

  • Armenia's economic activity grew by 7.9% in the first half of 2026, but the structure of growth is concerning: the main drivers were services, industry, and construction, while agriculture recorded an 11.9% decline.
  • The negative balance of foreign trade worsened by 21.6%: exports decreased by 6.7%, while imports increased by 4%.
  • State budget revenues amounted to 1,643.2 billion drams: 14.7% higher compared to the previous year.
  • Expenditure performance was 83.2%: with an under-execution of 317.4 billion drams.
  • Expenses for protecting Armenia's interests in international courts increased by 41.9%: reaching 2.7 billion drams.

This analysis indicates that the under-execution of state expenditures, in the context of budget revenue overperformance, cannot ensure sustainable economic development.
