Huawei Technologies and Armenia’s Enterprise Incubator Foundation have signed a strategic memorandum of understanding in Shanghai to expand cooperation in artificial intelligence and advanced digital technologies, the foundation said.

According to the statement, the partnership will focus on agentic AI, physical AI, open AI models, AI governance, cloud technologies, intelligent manufacturing, advanced computing and industrial innovation. It also aims to strengthen ties among academia, startups, research institutes, industry and global technology leaders.

One of the central areas of cooperation is the development of the Huawei ICT Academy ecosystem in Armenia. The initiative is expected to give students, young professionals and researchers access to world-class education, professional certifications and hands-on experience in artificial intelligence, cloud technologies, cybersecurity and other advanced fields.

The partners also plan to explore the creation of an AI-focused research and innovation environment. According to the source, such a platform could support the rapid and responsible adoption of new technologies, transforming manufacturing, logistics, infrastructure and public services through autonomous operations, predictive decision-making, intelligent robotics and human-machine interaction.

“Artificial intelligence is rapidly evolving from a tool that supports people into intelligent systems that can collaborate, adapt and operate in the physical world. Through this partnership with Huawei Technologies, we aim to place Armenia at the forefront of agentic AI, physical AI, open AI ecosystems and AI-driven industrial transformation,” said Enterprise Incubator Foundation Vice President for Global Partnerships Anahit Parsyan.

She said that combining advanced technological expertise with Armenia’s growing innovation ecosystem would create new opportunities for talent development, industrial modernization, intelligent manufacturing, responsible AI governance and Armenia’s contribution to the global future of innovation.

Zhao Hongbo, Head of Huawei Technologies Armenia, said the company sees the future as being shaped by open cooperation and joint innovation. In his words, the partnership with the Enterprise Incubator Foundation brings together global expertise and local talent, helping build an ecosystem where research, education, startups and industry can work together to respond to the opportunities of the intelligent era.

The memorandum establishes a long-term framework for strengthening Armenia’s capabilities in advanced technology research, innovation commercialization, digital workforce development and international cooperation. The two sides say they will work together to accelerate the adoption of transformative technologies and contribute to a globally interconnected and innovation-driven economy.

The document was signed on the sidelines of HUAWEI CONNECT 2026: Advancing Agentic World. Huawei’s annual flagship event brings together industry leaders, researchers, policymakers and innovators to discuss the latest advances in technology and digital transformation.
