The Prosecutor's Office reports that the Department for the Protection of State Interests submitted a proposal on July 3, 2026, to file a lawsuit with the Ministry of Environment of the Republic of Armenia and the "Sevan" National Park SNCO to invalidate the lease competition for the land plot located on the shores of Lake Sevan, held on August 12, 2005, and to restore the legal consequences arising from it.
"The Prosecutor's Office, within the framework of its authority to file a lawsuit for the protection of state (municipal) interests, conducted an investigation and found that on August 12, 2005, a competition for the lease of a 2.5-hectare land plot intended for recreation was organized in violation of the law on the territory of the "Sevan" National Park, and the winner was recognized as the former governor of Kotayk, Karapet Guloyan.
Following the proposal made by the Prosecutor's Office, as a result of the self-identification of former governor Karapet Guloyan, the lease agreement for the land plot was terminated before the expiration of the contract. For this purpose, the relevant application and necessary documents were submitted to the Cadastre Committee.
As a result, on July 10, 2026, the state registration of Karapet Guloyan's lease rights was declared invalid, and the 2.5-hectare land plot on the shores of Lake Sevan was returned to the control of the Republic of Armenia, with an estimated cadastral value of 12 million 870 thousand drams.
The investigation initiated by the Prosecutor's Office also revealed that according to the lease agreement, in case of a change in the cadastral value of the land, the landlord was obliged to notify the tenant in writing in advance, after which the rent should be calculated based on the new cadastral value. However, the notification regarding the change in rent was sent to the tenant only on July 29, 2024, despite the fact that the rent should have changed due to the increase in the cadastral values of the land plots starting from January 1, 2021. As a result, for the period from January 1, 2021, to July 29, 2024, rent amounting to approximately 2 million 432 thousand drams was neither calculated nor paid. In this regard, the Prosecutor's Office has submitted a report of a crime.
It is also reported that there have been cases of land grabbing by other individuals in the mentioned area. Currently, the Prosecutor's Office, in cooperation with the relevant state authorities, is working to free the land from illegal seizure," - the statement says.
