The 'Strong Armenia' faction has nominated Hayk Farmanyan for the position of head of the National Assembly's Permanent Committee on Financial and Budgetary Issues. In his speech at the Assembly session, Hayk Farmanyan stated that there should be one red line for all deputies — the state budget of the Republic of Armenia. 'And the state budget is not the property of anyone, including the government. I believe that any step or bill aimed at the effective management of the state budget should be perceived with a high level of responsibility by every deputy. That is, I have an internal conviction that we will work in a consensus atmosphere. And I have an internal conviction that if I am elected, we will have a highly effective working committee,' he noted.
Referring to statements from government representatives that GDP and the state budget have doubled in recent years, Farmanyan said, 'This is very true, I agree, but we must also address the negative aspects — how much has the cost of servicing the state debt increased? In recent years, expenses related to servicing interest alone account for more than 10 percent of the total state budget. This is a concerning phenomenon, and we must pay close attention to it.' Hayk Farmanyan also stated that the country needs a fair and predictable tax system. 'In recent years, various provisions related to tax legislation have been constantly changing. And this does not ensure predictability for the activities of entrepreneurs,' he added.
