YEREVAN, August 14. The Ministry of Internal Affairs of Armenia plans to develop legislative changes concerning several conditions for acquiring and terminating citizenship, said Acting Deputy Head of the Ministry Armen Gazaryan.
"The current legislation does not actually provide requirements for ethnic Armenians when acquiring citizenship. This issue requires legislative regulation," Gazaryan stated at a press conference.
Gazaryan reported a significant increase in the number of applications for citizenship in recent years. "In 2025, more than 32,000 applications were submitted — a historical maximum. A significant portion of the applicants are ethnic Armenians who are citizens of Russia," he said.
Gazaryan linked the increase in applications, in particular, to travel restrictions for Russian citizens following the onset of military actions in Ukraine.
In his opinion, in some cases, Armenian citizenship is primarily used to obtain an Armenian passport as a travel document.
Gazaryan also pointed out the need to revise the current procedure for restoring citizenship, noting the possibility of submitting a relevant application shortly after citizenship is terminated.
Additionally, he mentioned the need to review regulations concerning the termination of citizenship for minors, including boys.
The Ministry of Internal Affairs plans to prepare legislative changes on these issues, Gazaryan reported.
