Armenia to Revise Approaches to Citizenship Institution

A new legislative draft is expected

Armenia will revise its approaches to the citizenship institution. This was stated by Acting Deputy Minister of Internal Affairs Armen Kazaryan during a press conference on August 14, noting that a relevant legislative draft will be presented soon:

Kazaryan mentioned that citizenship has been perceived as a transactional tool and has not had significance in terms of its content. He pointed out that migration flows and applications for citizenship show that citizenship has been used to obtain a travel document:

He also noted that in 2025, a historical maximum of applications for Armenian citizenship was registered, exceeding 32,000, while in the previous two years, more than 20,000 applications were registered:

Kazaryan emphasized that the legislation does not stipulate any requirements for ethnic Armenians regarding citizenship acquisition, which he believes is a problem that needs to be addressed.
