The government has incorporated the funds into the 2026 state budget indicators.

In the second quarter of 2026, Armenia’s diplomatic service bodies operating abroad received donations totaling 65.3 million drams, while expenditures financed from those funds amounted to 37.5 million drams.

At its September 24 meeting, the government amended this year’s state budget to reflect both the incoming funds and the spending carried out from them in the relevant budget indicators.

According to the explanatory note, the inflows came from donations provided by host countries to the embassies of the Republic of Armenia in Kuwait and Qatar. The funds are intended to support the current operations of those diplomatic missions.

Of the 65.3 million drams received, 37.5 million drams were spent in the second quarter. Under the government decision, 2026 state budget revenues will increase by 65.3 million drams, while expenditures will rise by 37.5 million drams.

As a result, the budget deficit will narrow by about 27.822 million drams.

The authorities also note that co-financing and material support for Armenian diplomatic missions by these Arab states has been a long-standing practice. Qatar has supported Armenia’s diplomatic mission in Doha since its opening in 2019. When the embassy was established, the Qatari side undertook to cover more than half of its maintenance costs for the first three years — $110,000 out of $192,500 — and also provided, free of charge, land for the embassy, a residence for the ambassador and an official vehicle fleet.

Kuwait, alongside Qatar, has also been supporting Armenia’s diplomatic presence, including by directly covering the current expenses of the mission in El Kuwait in order to strengthen bilateral and investment ties.
