Fitch forecasts a reduction in Armenia's government sector deficit to 3.4% of GDP by 2028

The international rating agency forecasts a decrease in the government sector deficit

The international rating agency Fitch Ratings forecasts a reduction in the government sector deficit to 3.4% of GDP by 2028, which is above the government’s medium-term target of 2.8% of GDP.

"The government sector deficit in 2025 was 3.7% of GDP, which is below the planned budget level but above the median for countries rated 'BB' (2.8%). We forecast a slightly higher deficit in 2026, in line with the revised budget target of the government," the report states.

It is noted that the growth of current expenditures remains high due to rising healthcare costs associated with the implementation of universal health insurance and higher pensions. This is partially offset by a reduction in defense and security expenditures.
