Armenian lawmakers and IMF mission chief discuss the country’s fiscal policy

Budget deficit, public debt, inflation and economic risks were among the main issues discussed.

On September 23, Liana Manukyan, chair of the National Assembly of Armenia’s Standing Committee on Financial-Credit and Budgetary Affairs, and a group of lawmakers met with a delegation led by Alexander Timan, head of the International Monetary Fund’s mission to Armenia. The Armenian parliament’s press service reported the meeting.

Manukyan said cooperation with the IMF is important not only in terms of financial support, but also for professional dialogue, strengthening institutional capacity and advancing steps that support Armenia’s long-term stability. She also voiced hope that the cooperation will continue.

Outlining the purpose of the visit, Alexander Timan stressed the importance of working with the National Assembly. He said the sides discussed the progress and goals of the IMF-backed Stand-By Arrangement, including issues related to the budget deficit of the Republic of Armenia and the level of Central Bank reserves.

The discussion also covered Armenia’s fiscal policy, the energy and water sectors, public debt management, economic growth and related risks, inflation, and recent regional developments.

In June this year, the IMF approved about $25.1 million for Armenia under the first review of the Stand-By Arrangement. The decision gave the country access to 18.4 million special drawing rights (SDR), equivalent to roughly $25 million.

Including the new tranche, the total amount available to Armenia under the program has reached about $50.2 million. The IMF Executive Board approved the arrangement in December 2025. Armenian authorities have described it as a precautionary financial support instrument and said they do not plan to use the funds unless absolutely necessary.

The Republic of Armenia has been a member of the International Monetary Fund since April 28, 1992.
