Achievements of the construction sector and future plans

Today is Builder's Day. The head of the Urban Development Committee, Eghiazary Vardanian, congratulated on the occasion of Builder's Day.

“Dear builders, esteemed colleagues,

I warmly congratulate all of us on the double holiday of Builder's Day and the 30th anniversary of the Union of Builders of Armenia.

Founded during a difficult period for the newly independent Republic of Armenia, the Union of Builders today serves as a platform for raising industry issues, professional discussions, and joint efforts. Special congratulations to all members of the Union, the leadership, and all the devoted individuals who were at the forefront of its establishment.

Construction continues to be a leader in Armenia's economic activity indicators. According to data for the first half of 2026, it has grown by 24.5% compared to the same months of 2025, reaching 282.2 billion drams. Tax revenues from the construction sector to the state budget have also increased: in the first half of 2026, they amounted to 126.4 billion drams, which is a 22% increase compared to the same months of 2025. Thank you for your conscientious and thoughtful approach. The success of each builder is our collective success in the sector.

Some pessimistic forecasts that the construction sector would decline, sales would decrease, or that large-scale government projects such as “300 schools, 500 kindergartens” would fail, not only did not materialize but the actual results exceeded expectations. The projects will not only be fully implemented, but a new phase of school construction has already begun. Through joint efforts of the state and builders, programs for the construction of sports and healthcare facilities, roads, tunnels, bridges, and other important infrastructure that improve the quality of life of our population have been launched and will continue.

Construction must be carried out with quality and within the specified time; this remains the main requirement for builders. Another expectation is the continuous improvement of capabilities. In turn, the government is committed to developing mechanisms that improve the field of activity.

The Urban Development Committee has significantly accelerated and simplified the process of obtaining permits from design to completion. For multi-apartment complexes, a phased receipt of completion documents has been created. Soon we will achieve automatic receipt of the final act.

Rating of industry participants has begun, and a new pricing policy for construction has been established.

Emphasizing the implementation of sustainable and green construction, the Urban Development Committee has approved a list of international certification systems, the voluntary application of which will be encouraged by clear mechanisms. Upcoming priorities will include raising the standards of technical supervision using digital systems.

Also, priority areas will include the renovation of the housing stock, as well as the adoption of a law regulating construction activities, which has been developed in collaboration with several state institutions and the Armenian Association of Developers.
