YEREVAN, August 21. /ARKA/. Armenia's Minister of Health Anait Avanesyan met with employers to discuss the inclusion of workers earning less than 200,000 drams in the health insurance system:
The minister presented a project outlining the procedure for forming the insurance contribution. According to the project, starting in 2027, a worker earning less than 200,000 drams will be required to pay a monthly insurance contribution of 2,000 drams, with the state subsidizing 4,400 drams and the employer also contributing 4,400 drams:
“The aim of this format is to prevent a sharp increase in the financial burden on citizens earning up to 200,000 drams when they are included in the insurance system,” the statement said:
Accountants and financial specialists present at the meeting raised numerous questions, comments, and suggestions:
The Ministry of Health reported that such meetings will be held on a regular basis, including online, until the full implementation of all stages of the insurance system:
About the Mandatory Health Insurance System in Armenia
The mandatory health insurance system is being implemented in Armenia starting January 1, 2026, over a three-year period from 2026 to 2028:
From 2026, two groups have been included in the system. The first group consists of citizens with salaries from 200,000 to 500,000 drams, while the second includes minors under 18, individuals aged 18-65 with disabilities (groups I, II, and III), citizens aged 65 and older, and socially vulnerable families:
In the second phase, starting in 2027, individuals earning less than 200,000 drams will be included, and by 2028, all remaining groups will follow:
The estimated cost of the health insurance package is 129,600 drams per year, with the option for monthly payments. The insurance package includes the most sought-after medical services, including outpatient care, visits to family doctors, consultations with specialists, and laboratory tests:
In the 2026 state budget, 127 billion drams have been allocated for the implementation of the mandatory health insurance system:
