Violations Found in the Acquisition Process of the Sports School Owned by 'Araratcement'

The prosecutor's office has identified several violations in the acquisition process of the sports school

The prosecutor's office of the Ararat region has discovered several violations in the acquisition process of the sports school owned by 'Araratcement'.

Specifically, an investigation conducted by the prosecutor's office within the framework of its authority to protect state (municipal) interests revealed that the former head of the Ararat community, A. B., violated legislation by unlawfully 'restoring' the grounds for land allocation of a 473 sq. m plot occupied by the sports school at 32 Kolkhozniki Street, Ararat, on December 12, 2008, despite the fact that the property had never been recorded on the balance sheet of 'Araratcement' and the company had no rights to use the land.

Subsequently, the general director of 'Araratcement', L. H., submitted a forged certificate to the territorial subdivision of the State Committee for Real Estate Cadastre under the Government, claiming that the aforementioned sports school in Ararat was the property of 'Araratcement' and was recorded on the company's balance sheet.

Based on this forged certificate and the illegal decision of the community head from December 12, 2008, the ownership rights of 'Araratcement' to the sports school of 301.20 sq. m and the occupied land area of 473 sq. m were registered with the Cadastre Committee on December 22, 2008.

The prosecutor, having identified signs of a crime while exercising its powers to protect public interests, reported the crime to the Anti-Corruption Committee on August 6, 2026.

It is worth noting that the prosecutor's office of the Ararat region has also identified several violations in the privatization of 'Araratcement', in the transfer of 74.1 hectares of land and the leasing of 457.79 hectares, in the acquisition of the 'Golden Key' sanatorium, and in the mining activities conducted by 'Araratcement'.

Based on the identified violations, the prosecutor's office has submitted reports of crimes to the Anti-Corruption Committee and filed claims with the competent court.

Additionally, within the framework of the procedure for the confiscation of property of illegal origin, 'Araratcement' has been placed under the management and protection of the Republic of Armenia by the decision of the Anti-Corruption Court based on the request of the Prosecutor General's Office.
