YEREVAN, August 11. /ARKA/. The prospects for passing the Clarity Act in the USA, which is supposed to create unified rules for the regulation of digital assets, have worsened after the Senate postponed the vote until September, Reuters reports.
Senators left for their August recess without the expected vote. A procedural vote to limit debate is scheduled for September 15 and will require at least 60 votes. Its failure could effectively halt the bill's progress.
The Clarity Act defines the legal status of tokens, allocates powers among regulators, and establishes requirements for crypto companies. Disputes arise over the anti-money laundering block, the powers of state authorities, and restrictions for officials related to the crypto business.
Separate opposition is ongoing regarding rewards for stablecoins: banks fear a loss of deposits, while crypto companies consider such bans anti-competitive.
Given the November elections, there is little time left to reconcile contentious provisions.
