YEREVAN, August 14. /ARKA/. As of August 13, 2026, a total of 7,743 families (31,845 people) from Artsakh have received housing certificates under the housing program, according to the spokesperson for the Minister of Labor and Social Affairs of Armenia, Nver Kostanyan:
"7,147 families (29,921 people) received certificates for purchasing housing, 297 families (1,104 people) for construction, and 299 families (820 people) for support in repaying existing mortgages," he wrote on Facebook.
According to him, the process of implementing the certificates is also actively ongoing:
"4,146 families (19,098 people) have already utilized the certificates, of which 3,853 families (18,134 people) for purchasing, 62 families (304 people) for construction, and 231 families (660 people) for support in repaying existing mortgages," Kostanyan noted.
Earlier, Deputy Prime Minister Tigran Khachatryan stated that in 2025, a total of 45.7 billion drams was allocated from the state budget to support compatriots displaced from Artsakh, and since 2023, about 146 billion drams.
The Armenian authorities plan to increase the amount of the housing certificate for those displaced from Artsakh living in communities adjacent to Yerevan from 3 million to 4 million drams.
On the Ethnic Cleansing by Azerbaijan in Artsakh
On September 19-20, 2023, Azerbaijan launched a large-scale aggression against Artsakh using artillery, UAVs, and combat aviation. On September 28, following negotiations with the Azerbaijani side, the president of Artsakh, Samvel Shahramanyan, issued a decree stating that all state institutions of the republic would be dissolved and that the Republic of Artsakh would cease to exist as of January 1, 2024.
Residents of Artsakh have been forced to relocate to Armenia. According to the Armenian government's data, more than 115,000 Artsakh residents have been registered and accounted for, and assistance programs are in place.
