In local self-governing bodies, a performance evaluation system should be in place from January 1, 2027. This was stated by Nikol Pashinyan during a government meeting, addressing the anti-corruption policy and the reforms being implemented in the public administration system.
Pashinyan noted that the anti-corruption policy must become more principled and updated. He mentioned that the necessity of reforms in the public administration sector has become clear to the public, as the causal relationships of these reforms have been presented.
“We were able to show the public how, by making the work of the public administration system more effective, we can bring very specific benefits to citizens,” Pashinyan said.
According to him, these benefits can be expressed through the health insurance system, increased pensions, a new system for assessing vulnerability, school construction, and other areas.
In this context, Pashinyan emphasized the need for implementing performance-based reward systems in the local self-government sector.
“We now need to solve the problem in the local self-government sector because we are deceiving ourselves. If local self-governments, for some reason, do not dare to make those decisions, then we need to again establish performance-based reward systems,” Pashinyan stated.
Pashinyan mentioned that the government must legally establish the formula for the system's operation.
“We must legally set the formula, stating how the performance evaluation system operates. Moreover, this must be done urgently,” he noted.
Pashinyan emphasized that the work should be organized in such a way that the performance evaluation system is already operational in local self-governments by January 1, 2027.
