In 2026, Ukraine's budget deficit will reach a record 35% of GDP, exceeding 70 billion dollars. This is indicated by the data from the National Bank of Ukraine.
This figure exceeds by about 30 billion dollars the indicators set by the budget law adopted by the Rada at the end of 2025 (about 42 billion dollars). At that time, the budget deficit was estimated at 18.5% of GDP.
To cover the deficit, Ukraine expects external assistance, primarily a loan of 90 billion euros from the European Union.
In Ukraine, it is anticipated that the situation will improve in 2027, but even those forecasts are limited: in 2027, the budget deficit will remain at 26% of GDP or amount to about 50-60 billion dollars.
