Russian President Vladimir Putin has signed a law amending the Tax Code aimed at stimulating the domestic fuel market, TASS reports.
One of the main provisions is the introduction of excise regulation for automotive gasoline produced by mixing straight-run gasoline with other components. This method of producing high-octane fuel is now equated with the full production of gasoline.
Taxpayers with a certificate for hydrocarbon processing are set to receive an excise reduction, including cases of gasoline production via the mixing method.
The law also expands the capabilities of oil refining enterprises participating in modernization agreements. Previously, a mandatory condition was the commissioning of equipment worth at least 60 billion rubles from July 1, 2014, to January 1, 2026. Now, the deadline has been extended to December 31, 2026, and the minimum investment volume has been raised to 100 billion rubles.
A separate section of the changes pertains to the adjustment of the damping mechanism for organizations supplying foreign-produced gasoline to the domestic market.
The reimbursement coefficient for fuel imported by companies produced and authorized in the Eurasian Economic Union (EAEU) has been set at 0.9 starting June 1, 2026.
A separate procedure for calculating the damping for gasoline from countries outside the EAEU is being introduced. If established, it will be determined based on the import parity calculated from the indicative price of gasoline in the Indian market and the cost of its delivery from Indian seaports.
The new norms come into effect today and apply to legal relations arising from June 1, 2026.
