The government has approved the procedure for creating a data classification system. This will facilitate the management, approval, modification, and cancellation of the classifiers used in the State Information System.
“The government has adopted a decision on the establishment and approval of the management system of the State Information System.” According to the justification, the Management System of the State Information System (MS SIS) consists of the information system managing the State Information System and its management principles. The main goal of the MS SIS is to provide sufficient tools for managing the State Information System, ensuring the transparency of its operations, planning its development, and controlling the compliance of databases. Currently, there is no MS SIS in the Republic of Armenia, which has led to non-standardized solutions in the information systems of state bodies and equal development, resulting in interoperability issues. The goal of the MS SIS is to guarantee transparent, balanced, and effective management and development of information systems in the public sector.
As noted by the First Deputy Minister of High Technology, Gevorg Mantashyan, the decisions relate to setting standards for digital data.
The Deputy Minister reminded that at the end of last year, the law on “Public Information” was adopted, which clearly states in Article 20 what subsystems need to be created for the system to function.
According to Gevorg Mantashyan, the interoperability of these systems and their interaction according to a single standard is very important for the accurate and uninterrupted exchange of information between systems.
“The law we adopted enshrined a very important principle – the idea of ‘data once,’ which means that if information is already presented in any state information system, it does not need to be presented again. But for this to happen, it is important that the information is standardized. With this decision, we are formulating the standard for how the information should be collected,” said the Deputy Minister.
Mher Grigoryan emphasized the need for cooperation among all interested agencies to carry out the necessary work and achieve results.
