The Russian permanent representative to the Collective Security Treaty Organization (CSTO) stated that the decision to deprive Armenia of its voting rights requires consensus:
Victor Vasiliev told RIA Novosti that the next session of the CSTO Collective Security Council will take place in Moscow on November 11, and the leaders of the states will likely discuss this issue:
"If such a decision is required, it will be made by consensus," he said:
The representative emphasized that Article 25 of the CSTO Charter concerns the possibility of suspending the rights of citizens of a state to quota positions, as well as the right to vote in the Organization's bodies if the state fails to fulfill its obligations to pay its budgetary debts for two years:
"De facto, this situation has been in effect for more than two years, as Armenia has not nominated its citizens for quota positions in the Secretariat and has also withdrawn its representatives from the CSTO Joint Staff," he concluded:
Armenia froze its participation in the CSTO in 2024:
As explained by the Prime Minister of the Republic, Nikol Pashinyan, the Collective Security Treaty regarding Armenia was not fulfilled by allies in 2021-2022, which is why Yerevan "froze" its participation in the CSTO.
