The Armenian government approved the draft law on the ratification of the agreement between Armenia and Kazakhstan on "Exchange, Use, Storage, and Protection of Secret Information" during its meeting on July 9.
The document was signed in Astana on November 21, 2025. If ratified, Armenia and Kazakhstan will exchange secret information obtained within the framework of political, military, economic, legal, scientific-technical, or any other cooperation.
The agreement also regulates relations related to the protection and preservation of secret information, its transfer, use, interaction of competent authorities, and actions taken in cases of possible violations of the requirements for the protection and preservation of secret information.
The competent authority for its implementation from the Armenian side is the National Security Service of the Republic of Armenia, and from the Kazakh side, it is the National Security Committee of the Republic of Kazakhstan.
The justification notes that in recent years, there has been an increase in cooperation between the Republic of Armenia and the Republic of Kazakhstan in various fields. The Armenian government approved the proposal to sign an agreement on "Cooperation in Military Intelligence between the Government of the Republic of Armenia and the Government of the Republic of Kazakhstan" on March 5, 2026.
Thus, the ratification of the agreement by the Republic of Armenia will ensure effective and unhindered cooperation between the Republic of Armenia and the Republic of Kazakhstan in defense and other areas.
